Gillian Pollard

Deputy Director, Office of the Budget

As Deputy Director for the Office of the Budget, Ms. Pollard helps to provide leadership to the Office of the Budget with specific responsibility for leading the work of monitoring Public Enterprises.

Ms. Pollard has held several economic development positions within her professional career. She has experience developing and administrating public and private economic development initiatives designed to create jobs, establish businesses, develop communities, and broaden the tax base. She was employed as the Director for Community and Economic Development with one of the oldest and largest civil organizations in the United States. Within this portfolio she directed the organization’s entrepreneurship center, youth programs and housing programs.

She has served as the Redevelopment Project Manager for the City of Reno where her responsibilities included managing projects through conceptualization, planning, implementation and completion. She was also responsible for assisting and facilitating economic development within designated redevelopment areas. Ms. Pollard was also responsible for coordinating with other City Departments to improve the urban environment by making the area more pedestrian friendly with the addition of infrastructural amenities and public art.
She also served as Director for Economic Planning and Research and provided economic development analyses for a large city. She was also a part of the Mayor’s Business Action Team in the City of Philadelphia, where she focused on the retention and attraction of businesses to the City. Ms. Pollard was also the Director of the City’s Main Street Program working with Community Development Corporations and small businesses to bolster economic development.
